Um, for my report, I- Just a couple things, I wanna give a special thanks to Dr. Francisca Schoenfeld and her family for the donation of the otter sculpture between the columns going into the main hall. If you haven't seen it yet, super cute, so cute. We are planning on hosting a reception on July 20th at 7 p.m., just a half an hour before our next board meeting to kind of celebrate the new addition to the library. I wanna also thank the staff for leading the second grade tours in the Birmingham Public Schools District. My youngest finally went on that tour and was very proud to show off his wonderful knowledge of this building.

I've been waiting to surprise all the fifth graders at Pembroke because Jeff back in March and the Idealab helped me print like 60 3D dragons that can like move and stuff. So I haven't said anything, but we had our fifth grade promotion and our fifth grade party and they got their bag and they love those dragons, it was pretty cool. So thank you to the Idealab for printing those for me. Are there any other board comments? Okay, we will move to staff anniversaries with Wendy. And we can see. Okay, we have... So that should keep programming going for another six months. We had our spring book sale in May 16th and 17th, and we made around $3,000, just over $3,000, which is about what we made last year. It's a two-day sale. So we had quite a few people. It was steadily busy. We always hoped to make more money than we do, but we were happy with our $3,000. And we'll see if our sale in November is more robust.

i love it uh our next um we are going to move with our report from uh the friends of the balvin public library randy's here good evening everybody um so on page 52 you'll see the programs that the friends supported in may so we were happy to do that and at our board meeting last week um jacqueline came and presented the library's wish list for june through january and we were very happy to approve the library's wish list for june through january and we were happy to approve that and our co-treasurers Sue Ocalik wrote a check on the spot for $21,650. And we'll see if our sale in November is more robust. That was the pattern we saw last year. More people came in November. I think part of it is May is just a very busy time for people with activities. But that was it. That's all for me. Thanks. Thank you so much, Wendy. Appreciate all your friends' efforts. All right. Next, we'll move to board committee reports. First up is Frank with finance. Yes. On June 8th, the finance committee met up in the director's alcove. Present was President Rumpel, Wendy Freeman, Director Kraft, Associate Director Miller, and myself. There was no public comment. Director Kraft presented the fiscal year 2025-26 budget report and I was wondering... years... after a letter, a letter... after the letter... 11 months. Things are tracking as expected. Everything is higher than we predicted last budget season was expected. Director Kraft reviewed the draft memo for the fiscal year 2025-26 budget amendment, which we'll do a motion later on tonight, or maybe right after this report. With the proposed line adjustments, the fund balance will be reduced to $1,580,000, which will keep it within the fund balance policy's minimum range of 25% to 35% of expenses.

Associate Director Miller reviewed the May trust expenditures with the Friends of the library funds. We will be able to reduce our wish list for the second half due to some savings in the first half of 2026. Our next request will be presented to the Friends on June 9th, which they did accept, and we appreciate that large sum of money of $21,650 to continue our programming and all the things that we're able to do with that money that's constricted that we're not able to do with our budget. So we appreciate everything. I did not attend any meetings. The June Retirement and Investment Board meetings were canceled and rescheduled for next September. And what was kind of odd is I've been attending these meetings since 2010, and normally these are quarterly and set up a year in advance. But I reached out to Elizabeth raised at the city and she said they couldn't find a quorum. But normally if you can't find a quorum. you would just kick it down till July or whatnot to plan the meeting. So it seemed pretty odd that the city would defer these meetings until September. So I look forward to attending that meeting and giving you an update at that time.

As Zephy does not charge fees to nonprofits for use, I think we piggyback on the friends in the library because of what they did. And I think it is a great to save us money. So we appreciate you doing that and being proactive. The next meeting will be held or the finance committee will be held on July 13th at four o'clock in the Delos boardroom. And we always welcome anybody that would like to come and hear us talk about finance. Thanks, Frank. We will move into the memorandum for the budget amendment. Yes, it is nearing the end of our fiscal year on June 30th. So I have a memorandum with a budget amendment for this year. And these are just adjustments to our revenue and expenditure. And the goal of this is to keep our fund balance within the fund balance policy, which is 25 to 35% of our annual expenses. And so with the passage of this budget amendment, that will bring the fund balance to 1.5 or 1 million. And five.

So I've adjusted that to be on the safe side to $125,000 over budget. I anticipate coming in under budget that way, but that's just as a safety for us. Some other things that are a little bit higher, computer software, maintenance supplies. We are going through hand towels like nobody's business, so that's adjusted by $1,000. Equipment under $5,000, that's adjusted up to $8,000. That was for the purchase of a few additional laptops and computers. Legal, I've adjusted that up by $15,750 as we're still going through negotiations with the city.

page 16 in the board packet you'll see that the personnel services are under budget as of the end of April by thirty two thousand eight hundred seventy one dollars there's always some extra extra items that get added to our personnel budget by the city, whether or not it's payroll adjustments, retirement costs, and some of our expenditures for things like hospitalization, life insurance, health care, disability payments, retirement benefits. The city covers exterior landscaping, and they recently did a good weed and mulch of our space, so that saved us $3,000. Other contracted services, this is kind of the catch-all account, so I've adjusted that by $52,660. That includes the paving of our terrace and new sidewalk that's going in on the youth side. We did. recently last week we had a an outside company do a penetration test for our cybersecurity and then there's been a couple a couple other items in there that just brought our total a little bit higher for equipment maintenance we anticipate saving some money with electricity and water and sewage about $9,000 and then our gas bill was up by 1200 printing of materials was up twenty eight hundred dollars training we saved $10,000 on training because we got those grants from the federal grants for stipends and then machinery and equipment so this is this is a tricky one for me so the reason why it's going down by thirty

so this is this is a tricky one for me so the reason why it's going down by thirty five thousand is I had put some computer sales in there but then we bought them piecemeal so then they go under the equipment under five thousand so it's just kind of a swap for those accounts furniture we didn't buy as much as we had anticipated and then building improvements is up by fifteen thousand dollars and then books for youth and adult were up by one hundred twenty thousand dollars and the building improvements and we just get a sample of what's included in that that was for some of our teen scene um our grams discovery room door that we had adjusted um with apply with the um drywall um and then the blinds that we added in the youth room so that's why that's a little bit higher and then books we we dedicated more money to books um in adult and use so the total change in expenses is up 256,881 dollars so the variance between revenue and expenses is a negative 116,059 so we're dropping the fund balance to 1,599,062 dollars with this budget amendment i can answer questions maybe thank you um do the motions or does anybody have any questions or nope okay i suggested a board motion to approve the following amendments to the fiscal year 2025-26 budget found in the june 15th board package on page 17 through 20. okay i'll second it okay any board comments any public comments no okay do an all in favor all in favor aye opposed no okay thanks all right we will move on to the building report with karen okay in the packet there is a may 2026 building committee report and i did um go over our our meeting was the same day as the board meeting and i did go over this at the last meeting so we'll move on to

board meeting and i did go over this at the last meeting so we'll move on to the june meeting which we also held today um danielle rumple pam graham karen rock rebecca craft and jacqueline miller attended and it was late afternoon today there's no public comment and we discussed the old business the youth terrace paving work is expected to be done in the next two weeks marshall frederick's honor sculpture was installed on june 8th there's a plaque on it right now but that's not the permanent plaque and a reception with francisca schoenfeld the donor and her family will be on as danielle had mentioned monday july 20th before our board meeting and the city has received the plan for replacement of the library's loading dock and will be issuing an rfp which is currently awaiting approval by city of attorneys replacement will take place approximately four weeks once the winning company is selected the city of birmingham is covering the replacement cost as of today the rfp has not yet been issued and the claudia ireland room lighting baldwin's electrician will be adding overhead lighting to the perimeter shelving uh the cost is twenty one thousand nine hundred and eighty four dollars uh it was ordered rebecca ordered it at the beginning of may and it should take eight to twelve weeks which would bring it in hopefully getting installed by the end of july then we talked about fiscal 26 27 projects the idea lab expansion mcd architects viewed the idea lab space and created drawing of the current space it developed an updated space plan mcd looked at expanding the room but the gains were minimal and so we thought it might be good to see what we could do with less significant demolition mcd does not believe that there is a cost effective way to modify the existing utility closet to improve the use of the space mcd estimates that the expanding the footprint removing the utility closet would add fifty thousand to the initial project estimate of fifty thousand so it's two estimates a hundred thousand versus fifty thousand which an mcd is not particularly recommending the hundred thousand um just because of the utility closet and not adding not adding significant space the lower level updates rfp for the lower level

closet and not adding not adding significant space the lower level updates rfp for the lower level level updates was issued may 6th submissions are due tuesday next tuesday june 23rd at three level furniture we received a drawing of the proposed lower level for office furniture layout from ISCG and they provided initial pricing which comes in at 50,000 and is within the set furniture budget which I think Rebecca said was 60,000 loading dock staff staircase MCD architects viewed the staircase and remember recommended adding heated mats to each step to melt the snow rather than covering the staircase which with an awning which would make it dark Rebecca is waiting for an update from the city about the feasibility of using the proposed snowmelt mats for the stairs we talked a little bit about that and the building committee is recommending that we go ahead and do the proposed snowmelt mats and soundproofing measures Rebecca is still working on that and we'll get vendors and give us some prices soon and last thing that after at the end of the meeting we all took a look at on Sunday morning you know there's a torrential downpour in the Birmingham area about 20 minutes worth but the staff discovered a leak in the room over the youth offices so there's discoloration in the ceiling where water has leaked in and if you look out the director area right outside of the meeting room you'll see the flat roof and a lot of water just standing there the staff worked really quickly they removed library materials and items and the carts so nothing was destroyed it's just right now they have fans running and the ceiling is discolored so the ceiling light fixtures and carpet in the space were affected the flat roof is under warranty and John Gallick the city maintenance coordinator is working with the installer to have the roof repaired and the interior refinished any questions or comments I came in first thing in the morning just to drop off something to see staff frantically running around you know upstairs telling the city official not that he's pushing water and every time he's pushing water was coming so it's not

last thing that after at the end of the meeting we all took a look at on Sunday morning you know there's a torrential downpour in the Birmingham area about 20 minutes worth but the staff discovered a leak in the room over the youth offices so there's discoloration in the ceiling where water has leaked in and if you look out the director area right outside of the meeting room you'll see the flat roof and a lot of water just standing there the staff worked really quickly they removed library materials and items and the carts so nothing was destroyed it's just right now they have fans running and the ceiling is discolored so the ceiling light fixtures and carpet in the space were affected the flat roof is under warranty and John Gallick the city maintenance coordinator is working with the installer to have the roof repaired and the interior refinished any questions or comments I came in first thing in the morning just to drop off something to see staff frantically running around you know upstairs telling the city official not that he's pushing water and every time he's pushing water was coming so it's not something to laugh at it's just you know just I thought this would have been fixed by now it's just a problem child with a flat roof and the amount of leaks we get on a regular basis even after the city replacing the roof which is troublesome but you have to love the staff for how passionate they are to get things done and I appreciate them and they took me down and showed me the the area that was discolored and I hope there's a fix or a permanent fix in the future yeah the the youth room staff is amazing for dealing with water every single year every year it's amazing I think somebody had a shower curtain their desk and they kept it there to protect in case it happened again it's it's water damage and summer reading are like they go together like peanut butter and jelly here and i hate it um now with with the idea lab being constricted and the you know the cost being not you know worth the gain of space you're getting is there are you going to pivot and think of another space for the idea lab or keep it there or work with what we have or he gave us a space plan that puts every

pushing water and every time he's pushing water was coming so it's not something to laugh at it's just you know just I thought this would have been fixed by now it's just a problem child with a flat roof and the amount of leaks we get on a regular basis even after the city replacing the roof which is troublesome but you have to love the staff for how passionate they are to get things done and I appreciate them and they took me down and showed me the the area that was discolored and I hope there's a fix or a permanent fix in the future yeah the the youth room staff is amazing for dealing with water every single year every year it's amazing I think somebody had a shower curtain their desk and they kept it there to protect in case it happened again it's it's water damage and summer reading are like they go together like peanut butter and jelly here and i hate it um now with with the idea lab being constricted and the you know the cost being not you know worth the gain of space you're getting is there are you going to pivot and think of another space for the idea lab or keep it there or work with what we have or he gave us a space plan that puts every so they put we keep the existing closet and basically put skinny shelving around that closet so you've got more storage it would add a sink and then the outside edge would have workstations all around the edge it would take out one door the door closest to the ideal of pickup shelving um and then so you would walk in you would see the staff desk like first thing and then all around the outside of the room would be workstations so there's it gives you a safe 36 inch wide aisle way all all the way around and then there would be shelving to store things we would be doing a little bit of a purge an organization setting up specific stations putting signage above each station to make it clear like if you walk in like you could do this thing and you can do these types of things at this station go to the station see what you can do there would be instructions for how to use the stations how to sign up for an appointment how to do um 3d printing so make it much more organized and less overwhelming and flow yes better yeah so we're not it's not um i mean a bigger space would

idea lab or keep it there or work with what we have or he gave us a space plan that puts every so they put we keep the existing closet and basically put skinny shelving around that closet so you've got more storage it would add a sink and then the outside edge would have workstations all around the edge it would take out one door the door closest to the ideal of pickup shelving um and then so you would walk in you would see the staff desk like first thing and then all around the outside of the room would be workstations so there's it gives you a safe 36 inch wide aisle way all all the way around and then there would be shelving to store things we would be doing a little bit of a purge an organization setting up specific stations putting signage above each station to make it clear like if you walk in like you could do this thing and you can do these types of things at this station go to the station see what you can do there would be instructions for how to use the stations how to sign up for an appointment how to do um 3d printing so make it much more organized and less overwhelming and flow yes better yeah so we're not it's not um i mean a bigger space would be amazing but like for the cost of fifty thousand dollars we can make a really good upgrade to the space and make not spend it spend as much right it was really nice mcd did a they just get they did it for us right they just did it for us and um they noted at the top of like three additional workspaces better sight lines for staff a hand wash sink improved circulation more clear space increased storage around the perimeter with wall shelving so i you know it's very nice of them to do very good well and then i'll say that one of our committee members had the idea that maybe not everything needs to be in there but if it needs minimal supervision um that maybe it could be placed somewhere else in the library so good give extra space in there i like thank you i appreciate you guys doing that and mcd for coming up with a a good plan for the space that we have so i have a question about um the city about the feasibility of using the um proposed snow melt so how do we move forward um i'm going to send the building official an email saying you
-
less overwhelming and flow yes better yeah so we're not it's not um i mean a bigger space would be amazing but like for the cost of fifty thousand dollars we can make a really good upgrade to the space and make not spend it spend as much right it was really nice mcd did a they just get they did it for us right they just did it for us and um they noted at the top of like three additional workspaces better sight lines for staff a hand wash sink improved circulation more clear space increased storage around the perimeter with wall shelving so i you know it's very nice of them to do very good well and then i'll say that one of our committee members had the idea that maybe not everything needs to be in there but if it needs minimal supervision um that maybe it could be placed somewhere else in the library so good give extra space in there i like thank you i appreciate you guys doing that and mcd for coming up with a a good plan for the space that we have so i have a question about um the city about the feasibility of using the um proposed snow melt so how do we move forward um i'm going to send the building official an email saying you we'd like we're going to move forward with this if you have any objections please contact me and so hopefully I'll get a response from him um and then we can go ahead and get it ordered um the way the schedule is looking right now I don't think the loading dock will be done by November December um so we'd have to wait till next spring for that so um I would like to get a good year of snow safety um on our loading dock if we can so thank you any other questions all right thank you Karen um I have here the out for outreach the next outreach meeting will be held on June 29th 2026 at 1 p.m so we don't have a report today on outreach so we will move on to policy with Wendy thanks um so based on feedback from the staff we've made numerous edits to the library's idea lab user agreement and library card policy that we would like the board to please review and approve um the idea lab user agreement two iterations of the idea lab user agreement follow this update the first shows the existing policy with the red line changes the second shows the final

we'd like we're going to move forward with this if you have any objections please contact me and so hopefully I'll get a response from him um and then we can go ahead and get it ordered um the way the schedule is looking right now I don't think the loading dock will be done by November December um so we'd have to wait till next spring for that so um I would like to get a good year of snow safety um on our loading dock if we can so thank you any other questions all right thank you Karen um I have here the out for outreach the next outreach meeting will be held on June 29th 2026 at 1 p.m so we don't have a report today on outreach so we will move on to policy with Wendy thanks um so based on feedback from the staff we've made numerous edits to the library's idea lab user agreement and library card policy that we would like the board to please review and approve um the idea lab user agreement two iterations of the idea lab user agreement follow this update the first shows the existing policy with the red line changes the second shows the final policy with all the changes incorporated the goal of these policy edits were to reduce the length of the policy simplify the language and add clarifications about it Attendance expectations and supervision of minors in the lab in favor of the proposed changes a motion should be made to adopt the Updated policy. So has everyone had a chance to look it over before? I do have a question Where it says users must participate in a mandatory training session in order to use some of the equipment How does the staff have a way of keeping track or a record of particular training that's done by idea lab users and the next one? Kind of the same thing the user operating equipment must have completed all required agreements waivers training so Let's say I come in I want to use something do they look me up in a book and Find out what training I've had or are they just taking my word for it? They do look up your information and they have it saved in a system So they know what you've taken what you're able to work on and then they can schedule you for appointments

this update the first shows the existing policy with the red line changes the second shows the final policy with all the changes incorporated the goal of these policy edits were to reduce the length of the policy simplify the language and add clarifications about it Attendance expectations and supervision of minors in the lab in favor of the proposed changes a motion should be made to adopt the Updated policy. They do look up your information and they have it saved in a system So they know what you've taken what you're able to work on and then they can schedule you for appointments there is a rule in here that we've added so we've had a problem with people Showing up using their friend's name and their friend has taken the certification, but they haven't so That's why there's clarification in there That you let me just find them the wording the person who oh no i know we added i remember reading that somewhere reservations are it's in the under eligibility the second to last paragraph the second sentence reservations are personal and non-transferable the user operating the equipment must have completed all required agreements waivers and training does anybody else have any questions would someone want to make a motion okay i'll move to accept the idea lab user agreement the new policy

So they know what you've taken what you're able to work on and then they can schedule you for appointments there is a rule in here that we've added so we've had a problem with people Showing up using their friend's name and their friend has taken the certification, but they haven't so That's why there's clarification in there That you let me just find them the wording the person who oh no i know we added i remember reading that somewhere reservations are it's in the under eligibility the second to last paragraph the second sentence reservations are personal and non-transferable the user operating the equipment must have completed all required agreements waivers and training does anybody else have any questions would someone want to make a motion okay i'll move to accept the idea lab user agreement the new policy with all the changes that were made second we do an all in favor all in favor aye i'm sorry take that back is there any public comment no okay now we'll do it again all in favor aye thank you rebecca all right um is there another one in here i think there is okay then we also have uh the library card card policy which is let me see where that is that is on page 38 dapat word so we can see on page 38 you and again I think you can see in the red what's what's been changed does anyone have any questions so have we had a problem with other our library network like people borrowing things for too long or it's it's well so it's limiting
-
okay i'll move to accept the idea lab user agreement the new policy with all the changes that were made second we do an all in favor all in favor aye i'm sorry take that back is there any public comment no okay now we'll do it again all in favor aye thank you rebecca all right um is there another one in here i think there is okay then we also have uh the library card card policy which is let me see where that is that is on page 38 dapat word so we can see on page 38 you and again I think you can see in the red what's what's been changed does anyone have any questions so have we had a problem with other our library network like people borrowing things for too long or it's it's well so it's limiting the to the three counties Wayne Oakland and Washtenaw counties they're part of the library network so patrons from those libraries can borrow our items so we have the new County Ingham County I believe by Lansing and then we also have Flint and those are much further away so and the okay here's what so we enter all of the libraries in the library network into our system and usually the library will have maybe one library and a branch and so then we look at the capital area district library I think they have they have a lot of branches so then we would have to add a branch for each place the person is coming from same with the denisee district library there's I want to 30 yeah yeah 30 branches so this is a simplification for us so that we don't have to enter all those extra libraries into our system but also if they were or um coming here to borrow
-
network like people borrowing things for too long or it's it's well so it's limiting the to the three counties Wayne Oakland and Washtenaw counties they're part of the library network so patrons from those libraries can borrow our items so we have the new County Ingham County I believe by Lansing and then we also have Flint and those are much further away so and the okay here's what so we enter all of the libraries in the library network into our system and usually the library will have maybe one library and a branch and so then we look at the capital area district library I think they have they have a lot of branches so then we would have to add a branch for each place the person is coming from same with the denisee district library there's I want to 30 yeah yeah 30 branches so this is a simplification for us so that we don't have to enter all those extra libraries into our system but also if they were or um coming here to borrow a library of things item um they'd be driving an hour or two away to that they'd have to come back and return it to us and they couldn't return it to their library through malcat because we don't line those things through mel so it's kind of it saves us some time and then it's also the amount of people that might be coming from those libraries are it's very minimal so we're not hurting anyone by doing this right now um and the intent is not to and i have a feeling if someone came just from one of those libraries just to get one specific item that we're going to make an exception for them but it's we're flexible so okay all right um just when i read that i had like kind of a different idea and i i thought it was talking about what like maybe our new books not allowed when i try to buy borrow something from mel if it's a new book i can't borrow it from mel so is that but now maybe i find out if i go to the other library maybe they'll let me every library that participates in mel has a different set of items that we loan out um so like
-
to enter all those extra libraries into our system but also if they were or um coming here to borrow a library of things item um they'd be driving an hour or two away to that they'd have to come back and return it to us and they couldn't return it to their library through malcat because we don't line those things through mel so it's kind of it saves us some time and then it's also the amount of people that might be coming from those libraries are it's very minimal so we're not hurting anyone by doing this right now um and the intent is not to and i have a feeling if someone came just from one of those libraries just to get one specific item that we're going to make an exception for them but it's we're flexible so okay all right um just when i read that i had like kind of a different idea and i i thought it was talking about what like maybe our new books not allowed when i try to buy borrow something from mel if it's a new book i can't borrow it from mel so is that but now maybe i find out if i go to the other library maybe they'll let me every library that participates in mel has a different set of items that we loan out um so like loan out our classic dvds for instance and other libraries just eat those up some libraries don't loan any dvds but for us in particular some people we don't loan our hot picks but we do loan our i think we yeah it just it depends on the collection and we if we have a demand then we can make those collections available if no one's using them we can take them away so we have to share a lot of our stuff um but not everything so we can put a limit on that and so like when like the youth room was under construction we didn't allow any youth items to go out so then we would add a few extra other collections to like sweeten the deal so it didn't look like you can have nothing of ours and we want everything of yours so it's kind of a balancing act it's not meant to be a policy where someone can read this and understand which collections they can take out whether it's built into the circulation system when they bring it up to the desk it can be explained to them that that's not something that's yeah for them and they can have a discussion from then yeah yeah and maybe the things that are available change yes they do not with changing policy but just as a yeah be flexible okay would someone like to make a motion for the proposed changes on the library board
-
loan out our classic dvds for instance and other libraries just eat those up some libraries don't loan any dvds but for us in particular some people we don't loan our hot picks but we do loan our i think we yeah it just it depends on the collection and we if we have a demand then we can make those collections available if no one's using them we can take them away so we have to share a lot of our stuff um but not everything so we can put a limit on that and so like when like the youth room was under construction we didn't allow any youth items to go out so then we would add a few extra other collections to like sweeten the deal so it didn't look like you can have nothing of ours and we want everything of yours so it's kind of a balancing act it's not meant to be a policy where someone can read this and understand which collections they can take out whether it's built into the circulation system when they bring it up to the desk it can be explained to them that that's not something that's yeah for them and they can have a discussion from then yeah yeah and maybe the things that are available change yes they do not with changing policy but just as a yeah be flexible okay would someone like to make a motion for the proposed changes on the library board i'll make a motion to adopt the proposed uh changes to the library card policy found on pages 38 through 40 on the june 2026 board packet Second, that motion. Any board comments? Any public comments? All in favor? Aye. Any opposed? No. All right. Thank you, Wendy. All right. Where are we? We are losing it. I'm glad we're at the library report with Rebecca and Jacqueline. Okay, getting started on page, well, 43 really for the statistical dashboard. You can see our usage and other data for May, 2026. You'll get your regular quarterly update and this will be for Q4 for the fiscal year in July at the meeting. But for now, you can see where we stand with a lot of them. I won't lie to you, I'm still getting a handle on sorting out some of these very specific numbers from bigger data numbers. So I will review them all for the fiscal year end. But right now, we are a little bit behind

yeah be flexible okay would someone like to make a motion for the proposed changes on the library board i'll make a motion to adopt the proposed uh changes to the library card policy found on pages 38 through 40 on the june 2026 board packet Second, that motion. I won't lie to you, I'm still getting a handle on sorting out some of these very specific numbers from bigger data numbers. So I will review them all for the fiscal year end. But right now, we are a little bit behind in total circulation. We're ahead of last year. That's why this is kind of, I'm gonna be double checking all of these, but we're ahead of this month last year. We were closed for three days in May, which will always affect, because it's a weekend, it will always change that number. But everything else seems pretty expected. But if you have questions, I'd be happy to take a look at any of the numbers. Pam, you had asked previously about magazines. I would love it. I'm sorry. And... did i ever go over what i found out about that with you no we did we tried to do a deep dive in the stats on the dashboard through overdrive and i can't get the number to change from usage and renewals so i need to talk to the vendor about why the number is the same because i don't think they should be the same but um there theoretically there is a way for us to show like auto checkouts like you had mentioned not renewals auto checkouts all the magazines that i was yeah a subscription number um i cannot believe all of our magazine checkouts are subscription numbers so i'm going to try to figure out why what i'm doing wrong on the report there but um but there is a supposed to be in theory a difference in those numbers so we'll be checking those for next year um you did clarify that it doesn't it's not like the books and it doesn't

That was a very enthusiastic crowd, and when I came down here after that program was over, it smelled delicious. So they had a nice time at the cooking demo. We introduced a couple of new electronic resources this month. We have Heritage Hub, which is the premier collection of the U.S. obituaries and death notices for genealogical research from 1704 to today. That is available like all of our electronic resources 24-7 inside and outside the building.

those for next year um you did clarify that it doesn't it's not like the books and it doesn't cost us more to correct from those collections so it's convenient for people to just i think that's i think it's great when you i'll just say personally it doesn't say like oh there's a new issue of the magazine that you like in it's just like just shows up on your shelf yeah um i liby made a couple changes this year that i think um have taken some getting used to but um our our numbers are still good so i'm assuming people are finding what they want but do you have any questions about any of the numbers that you see this quarter or this month okay great um then we'll be back with our extended report report in july um turning over you to page 44, you'll see some photos from the Casa Amato cooking demonstration on May 12th. That was a very enthusiastic crowd, and when I came down here after that program was over, it smelled delicious. So they had a nice time at the cooking demo. We have Heritage Hub, which is the premier collection of the U.S. obituaries and death notices for genealogical research from 1704 to today. That is available like all of our electronic resources 24-7 inside and outside the building. And second, we are now taking part in the Life in America collection. These are searchable digital resources revealing the full depth of United States history through the experiences, contributions, values, beliefs, and perspectives of American ethnicities and cultures. So each group has a separate link on the databases page. So if you go to the research and learn section of our homepage, you can see all of these. And I want to say they are also divided into like old history and new history. That's not the right phrasing, but older dates and newer dates. So that's available for research all the time. This is just a very, very sweet picture of Rocky who was photographed by his handler at the Rough Readers Program on May 19th. It was just so sweet. So if anyone ever wonders about the Rough Readers Program, this is what the dogs do. Let's do a thing. let's do a thing. sit there they give you support while you're practicing your reading aloud so that was very nice of the handler to share that photograph with us uh due to the popularity in the picture book collection we've expanded our wonder book media kits into j fiction and j next step um youth has

she's like go for it and then we always have candy left it's great she says i will never run out of candy again one time one time i did it one time never again um and then um birmingham public schools we've done so much work with them um all of our librarians went to um share um at the school k through 11th grade they talked to tons of students in all the buildings and then the second grade local history tours happened in may and june we had so many fun questions what was the question oh i was in the gene lloyd room and someone saw martha baldwin's photo on the wall and it said is that the mona lisa so no it's not the mona lisa um and one of them one kid gave jacqueline and rosemary the best suggestion we should have a custom lego kit built of our building and so you can do that so we're going to look at that for the 100th anniversary next year um they also suggested that we look at getting some corporate sponsors like pepsi gamestop yep and a few other books yeah yep um they believe that 120 000 would be the perfect amount to expand the youth room so um it's cute just to see what what they say kids are really fun and then um staffing changes we have a new page her name is paige sheffield so she'll be um working on the weekends at the library um she's a freelance writer and um she lived in china teaching english at the middle school level so we're well i'm glad to have her here um with the recent departure of brandon bullock tubo the assistant department head in access services we've come with she's like where you're and so we're currently in the process of interviewing internal candidates for a full-time library assistant three position we had six applicants and then a part-time person that's new for next fiscal year and we had nine applicants for that so we hope to get them in place started at the beginning of July and it's it's so nice sitting in interviews people have such nice things to say about the library the patrons their co-workers so it's it's a great it's a great experience I wish you could all listen in but any internal candidates or they're all internal oh they are oh internal full-time nine internal part-time yeah and then we hired our new intern for the next chapter intern program her name is Felicity Jackson she lives in Birmingham and attends Mercy High School in Farmington so the program kicks off tomorrow night at Clinton McComb and then there's an orientation Wednesday and then she'll be working here with teen

perfect amount to expand the youth room so um it's cute just to see what what they say kids are really fun and then um staffing changes we have a new page her name is paige sheffield so she'll be um working on the weekends at the library um she's a freelance writer and um she lived in china teaching english at the middle school level so we're well i'm glad to have her here um with the recent departure of brandon bullock tubo the assistant department head in access services we've come with she's like where you're and so we're currently in the process of interviewing internal candidates for a full-time library assistant three position we had six applicants and then a part-time person that's new for next fiscal year and we had nine applicants for that so we hope to get them in place started at the beginning of July and it's it's so nice sitting in interviews people have such nice things to say about the library the patrons their co-workers so it's it's a great it's a great experience I wish you could all listen in but any internal candidates or they're all internal oh they are oh internal full-time nine internal part-time yeah and then we hired our new intern for the next chapter intern program her name is Felicity Jackson she lives in Birmingham and attends Mercy High School in Farmington so the program kicks off tomorrow night at Clinton McComb and then there's an orientation Wednesday and then she'll be working here with teen librarian Elizabeth Poo on her internship project for nine weeks and just to make you all feel as old as Robert Jacqueline and I did one of the candidates who we we interviewed I wasn't there but she said or we said tell us what you like to read and listen to and so she said she likes listening to Pearl Jam and Radiohead and Radiohead you know oldies so so so so us a little bit we had to adjust our definition so um and then i finished my the library financial management certification through the university of georgia's carl vinson institute of government so i passed that um it was an eight month program uh paid for the by the library michigan and it included budgeting for libraries purchasing governmental accounting for libraries that was my most difficult class um internal control for libraries payroll administration and writing

it's a great it's a great experience I wish you could all listen in but any internal candidates or they're all internal oh they are oh internal full-time nine internal part-time yeah and then we hired our new intern for the next chapter intern program her name is Felicity Jackson she lives in Birmingham and attends Mercy High School in Farmington so the program kicks off tomorrow night at Clinton McComb and then there's an orientation Wednesday and then she'll be working here with teen librarian Elizabeth Poo on her internship project for nine weeks and just to make you all feel as old as Robert Jacqueline and I did one of the candidates who we we interviewed I wasn't there but she said or we said tell us what you like to read and listen to and so she said she likes listening to Pearl Jam and Radiohead and Radiohead you know oldies so so so so us a little bit we had to adjust our definition so um and then i finished my the library financial management certification through the university of georgia's carl vinson institute of government so i passed that um it was an eight month program uh paid for the by the library michigan and it included budgeting for libraries purchasing governmental accounting for libraries that was my most difficult class um internal control for libraries payroll administration and writing financial policies that was my ucs class um and so i'm happy to have that and happy to have the training from the library michigan congratulations thank you quick question um i was talking to a patron that commented on otto and how much he appreciates that in the library do we have to insure that or i mean do we did yes um so the donor appraised it for us okay and um i sent the appraisal the city had added it to our writer and then the art moving company that also got full replacement coverage insurance from her house to their workshop back to the library so he's covered thank you yep and we have um strict cleaning instructions yes of him um and we will take good care of him it's not in any place in the building that has leaked before i shouldn't have said that that was a big statement was a knock all right well thank you very much all right um i don't see any liaisons here um are you any online no okay we will move on to new and miscellaneous business um a discussion of proposed tuition assistance program on page 56. okay this is something that i had requested in

was my most difficult class um internal control for libraries payroll administration and writing financial policies that was my ucs class um and so i'm happy to have that and happy to have the training from the library michigan congratulations thank you quick question um i was talking to a patron that commented on otto and how much he appreciates that in the library do we have to insure that or i mean do we did yes um so the donor appraised it for us okay and um i sent the appraisal the city had added it to our writer and then the art moving company that also got full replacement coverage insurance from her house to their workshop back to the library so he's covered thank you yep and we have um strict cleaning instructions yes of him um and we will take good care of him it's not in any place in the building that has leaked before i shouldn't have said that that was a big statement was a knock all right well thank you very much all right um i don't see any liaisons here um are you any online no okay we will move on to new and miscellaneous business um a discussion of proposed tuition assistance program on page 56. okay this is something that i had requested in the budget for 26 27 a tuition assistance program and i had a faint clue of what it might look like but um at the time you approved it um you you approved it with the knowledge that i would come back to you with a suggested plan and then you would discuss it and then we would pass the plan so what i did is i looked at the city of birmingham's tuition reimbursement policy and then i surveyed some other libraries there were six libraries that responded and so i took their advice and the city's plan and made our own plan um so i looked at um the cost of tuition for um these institutions so an associate's degree at oakland community college 119 dollars a credit hour 60 credit hours to graduate a bachelor's degree at ou 550 to 50 per credit hour 120 credit hours to graduate and then an mlis degree at wayne state where most staff here have gone 966 dollars per credit credit hour for 36 credit hour for 36 credit hours

proposed tuition assistance program on page 56. okay this is something that i had requested in the budget for 26 27 a tuition assistance program and i had a faint clue of what it might look like but um at the time you approved it um you you approved it with the knowledge that i would come back to you with a suggested plan and then you would discuss it and then we would pass the plan so what i did is i looked at the city of birmingham's tuition reimbursement policy and then i surveyed some other libraries there were six libraries that responded and so i took their advice and the city's plan and made our own plan um so i looked at um the cost of tuition for um these institutions so an associate's degree at oakland community college 119 dollars a credit hour 60 credit hours to graduate a bachelor's degree at ou 550 to 50 per credit hour 120 credit hours to graduate and then an mlis degree at wayne state where most staff here have gone 966 dollars per credit credit hour for 36 credit hour for 36 credit hours So these degrees are pretty expensive. So what I wanted to do was to provide a program that's open to most staff members. So I limited our plan to people who regularly work 20 hours or more. So they're part-time and full-time. I included part-time because most full-time people already are at the spot in their life where, I didn't say this right, the upward mobility within this organization, if you have a full-time job, it's a little more limited. Whereas if you have part-time, there's the opportunity to move up to full-time. And if you have more education and can get more while you're part-time, then that gives you more advantages. I had people working at Baldwin at least 12 months to be able to participate in this. Most other organizations offer more money to either full-time employees or yeah, full-time employees. So I wanted to offer the same amount for full-time or part-time. And then people, some of the programs offer a financial incentive for staff to earn a higher grade.

And then this particular plan would give people a financial pathway to get some assistance from this library with an MLIS degree, which is a requirement to become a librarian here. There's a clause here that reimbursed tuition will be paid back to the... BPL if a staff member resigns or is no longer employed after nine months from the finish date of the course and then the courses have to be relevant to the employees employees current or potential future job so the cost that I allocated for next year was fifteen thousand dollars that would give three current staff members thirty five hundred dollars a year for graduate level tuition and about three seventeen fifty per year for undergraduate tuition so that would be giving a small stipend to six employees here and it would not uncover it would not cover the entire cost of a degree but it would give a significant benefit to staff so I have a plan on the next page and a lot of it this I will say like the city of Birmingham their plan they I believe give eight thousand dollars to full-time employees and four thousand dollars to

give eight thousand dollars to full-time employees and four thousand dollars to part-time employees for tuition so ours is significantly less and then they have the grade requirements that I set and for a B and C so if you get an A through a B minus you get a hundred percent C plus or C minus seventy five percent under C minus or below zero percent reimbursement is for coursework completed at accredited universities see and then the employee would have to submit an official school transcript and their itemized receipt showing that they paid for the class to get a reimbursement and the expenses covered in the program would include tuition and textbooks so this is my my first draft i'm happy to hear your feedback and make adjustments um i was kind of pulling from all different places though so it's it's not clear to me if you need to apply before you take the class or after you take the class oh yeah i should yeah some phrases like you need to show a syllabus would suggest it's before and others after but maybe maybe it's appropriate maybe you don't have to or you're taking more classes than are going to be reimbursed anyhow so you take you ask for reimbursement for those that you did best in or or are most related to your job i i don't know but yeah it's not clear to me which way it is and if you have a specific idea you might clarify that yeah i feel like there needs to be a like discussion with rebecca if they're going to pursue it i don't i didn't see it and maybe i missed it like just so you have an idea of someone that might ask for it yeah because i wouldn't want to have them turn it in after and then i have 20 people yes even 10 you know yeah yeah do you want the suggestions right now yes okay so you can build off each other's suggestions too and then i'll come back next month with the updates regarding like number nine or the idea of coursework related to the employee's present job i think in the in the realm of an associate's degree almost all coursework leading to a degree program is related to a job because that would be the way you would consider the education of applicants probably right you know valuing the

and others after but maybe maybe it's appropriate maybe you don't have to or you're taking more classes than are going to be reimbursed anyhow so you take you ask for reimbursement for those that you did best in or or are most related to your job i i don't know but yeah it's not clear to me which way it is and if you have a specific idea you might clarify that yeah i feel like there needs to be a like discussion with rebecca if they're going to pursue it i don't i didn't see it and maybe i missed it like just so you have an idea of someone that might ask for it yeah because i wouldn't want to have them turn it in after and then i have 20 people yes even 10 you know yeah yeah do you want the suggestions right now yes okay so you can build off each other's suggestions too and then i'll come back next month with the updates regarding like number nine or the idea of coursework related to the employee's present job i think in the in the realm of an associate's degree almost all coursework leading to a degree program is related to a job because that would be the way you would consider the education of applicants probably right you know valuing the degree but not being highly selective about what degree it was like it could be english or social study whatever it could be history any two-year degree whereas a master's degree should should not be uh exercise science or or engineering you know it would need to be more related so yeah i i i like i would have that yeah that is in here yeah master's degree should be a library degree and i would say undergraduate if would we pay for someone to get an electrical engineering degree or i mean i don't think that's relevant to hear but maybe they you know i'm not sure how much you inspect their degree program or value and provide assistance for a class they take so perhaps they're they're getting an undergraduate degree in physics but they're liberal arts you concentration is in information science or library or something like that and perhaps those programs as part of the degree you could have flexibility to consider those yeah and if there are that kind of stuff then I would

be the way you would consider the education of applicants probably right you know valuing the degree but not being highly selective about what degree it was like it could be english or social study whatever it could be history any two-year degree whereas a master's degree should should not be uh exercise science or or engineering you know it would need to be more related so yeah i i i like i would have that yeah that is in here yeah master's degree should be a library degree and i would say undergraduate if would we pay for someone to get an electrical engineering degree or i mean i don't think that's relevant to hear but maybe they you know i'm not sure how much you inspect their degree program or value and provide assistance for a class they take so perhaps they're they're getting an undergraduate degree in physics but they're liberal arts you concentration is in information science or library or something like that and perhaps those programs as part of the degree you could have flexibility to consider those yeah and if there are that kind of stuff then I would encourage you to say anyone considering you know a course that would be considered for tuition assistance should speak to the library director before registering or approval or mm-hmm like like you understand what their educational pathway is the same way we're looking at a financial that discussion would be really relevant and then I had a question about why you're reimbursing for courses completed with grades C plus through C minus when in a graduate program when most and that according to Wayne State online you have to have a B average for a minimum acceptable passing averages 3.0 B might be minus is below graduate standards C plus C minus the C all those are basically you're not going to pass and get your graduate degree if you have a low grade point oh would you want to leave it and not I mean may I have your attention please you

Study and meeting rooms will close in 15 minutes. Thank you. Maybe undergraduate courses would be OK to reimburse 75%, but I'm not so sure about graduate courses. Well, what if it was just one course? Like, maybe? They'd have to work really hard to bring it. I'm just asking, I mean, how do you feel about this? Like, a C plus, just changing the grading percentage. Yeah, I'm OK with changing the grading on this. B minus instead of a C plus or something. B plus through B minus for 75% or B to B minus? I would do that or reimburse for grades A through minus, and then just nothing for C plus through C minus for graduate degree. OK. Graduate degree is A through B minus. That's pretty big. For 100%? That's a pretty big. I mean, it's good, but you don't really need the others. I mean, B minus should be like their warning signal. Exactly. They're busy.

These are the city requirements, A through B. b minus is 100 c plus through c minus of 75. and probably with the city it doesn't matter what undergraduate degree you're working on right i maybe you should also include something about you know let's say god forbid there was a tragedy or an illness in the family or something that really you know once the student was started you know that maybe you could make an exception but not necessarily have it printed would the class allow someone to withdraw or there's a cut off date yeah there's like well maybe yeah so it wouldn't fall into unnecessarily i mean you're not funding the entire degree right it's just a little bit but yeah i could always withdraw from the class or

What if they signed some kind of an agreement up front that says I acknowledge that if I leave prior to whatever date I will pay back 100% but then Frank you're right what are you gonna do then how are you really gonna go after them if they don't show up if the money doesn't start flowing in. Right I'm just asking if there's checks and balances and maybe we talked to our library attorney to draw up some sort of disclosure if they're part of this program that if you leave within a certain time frame we do expect that

they had to worry about that when they borrowed the money or paid the tuition on the reimbursement of um tuition is the city nine months is that why you did nine months or or the city was a year and then i had um staff review this and they like oh it seems like it would be friendlier if it was six to nine months so i just put nine months in i did i would do a year just because you kind of hold it you pay this investment up front to have these employees to do this and i would want them to stay here and and then um how would you claw back the money just taking the small claims court well this is another idea i had because i know how do you how do you call back the money if they leave. Right I'm just asking if there's checks and balances and maybe we talked to our library attorney to draw up some sort of disclosure if they're part of this program that if you leave within a certain time frame we do expect that money paid back to the library mm-hmm and I don't mean to be I mean it sounds a little harsh it just we're I want people to succeed and and I don't judging from when we go over staff anniversaries people love Baldwin they stay at Baldwin they're you know they want to be here but I you know I just if we're making this big and you know and it's a good investment I mean and in the and the thing is is do we put to not enough money into the budget is there more employees asking for this than three employees for the thirty five hundred dollars each well I think is the first year we're doing it yeah I think it it'll be not an experiment experiment but like I'll be curious to see how it how staff respond to it and who takes advantage of it and it can always be something we monitor we're monitoring keep an eye on increase later if we feel like it's working really well do other libraries that you know of have tuition reimbursement, and if they do, do they have any kind of acknowledgement form that their staff signs? I saw one form that people sign. I did not look at it closely to see if there was that agreement on there.

But then a couple libraries, they survey their staff when they're doing the budget, and they say, how many of you want to use this tuition program? And then they build the budget around what people are expected to ask for. Yeah, that's helpful. Okay, thank you. All right, we will move on to unfinished business, student board representative update. Okay, so a few months ago, we talked about the student representative to the board position after discussion with you all and the subcommittee for outreach. We talked with the teen librarians about engaging the teen advisory board to give you updates periodically for the board. And when I last checked with Elizabeth about this, I want to make sure I get this exactly right. So I'm gonna come, I'm opening her email. She went back and forth with the teen advisory board, who were delighted to have this opportunity. They jumped at the chance to be able to share with you what they're gonna do or what...

They jumped at the chance to be able to share with you what they're gonna do or what... they're doing here at the library as part of their um their teen group and programming and so what they came up with as a proposal was that they would have three to four designated representatives who take turns coming to the board meetings each month to give a report they also suggested that each of those representatives would have a backup so if they can't come on their designated date someone else would step in for them which i thought was a very responsible decision um the rep who's coming would put something together on their own and then go over it with elizabeth together briefly before they bring it to the board um they do not meet in the summer time so this would be school year reports only um and since it's a it's a first time effort we can kind of wing it for reports as necessary but they they really are excited about the chance to share with you so if you are interested in starting with this as a potential option having one of the regular attendees for tab come in it'll be three or four kids rotating through um to speak with you then i will give elizabeth the go ahead to meet with them in september to get it started so likely you would hear your first update in october and then from those updates we can hear a little bit more from them and maybe if you need to hear more information we can talk about with them what might

from them and maybe if you need to hear more information we can talk about with them what might be a way to get whatever details you're looking for reported to you in another way or additionally as they're giving those verbal reports to us every month the board ask them questions i'm sure you could um i will put that in my response back to elizabeth and ask them to be prepared to answer questions um if you have things in advance though i think that might be the easiest it'll give them a chance to prepare or talk with the other students um would we see the report in some form so we could know what if we you know would the report be in the packet do you want a written blurb from them we don't know we're we're winging it right now however however it would be most useful to you i can talk to them about creating that i would like to see how a teen would like to present it to us exactly i would too if you know those three to four teens that want to present and see what they do and maybe after being patient and listening to that our response could be actually you know maybe we could have one month about the programs and one month about the whatever acquisitions or like prompt them a little bit but first be really open we'll give them a round however they want to to see how they work it out i think so i'm excited that they're excited i am too i was especially delighted to hear three or four not just one kid but three or four of them um okay so i will talk with elizabeth to get them started at their september meeting we'll get somebody maybe all of them here for october um to meet you and i'm i'm assuming we're looking for like three to five minutes, is that gonna be sufficient? Okay, and then if they have an especially big month, they can share that with us, but I'll let them know for the verbal report first, and then we'll go from there, figuring it all out together, if that's okay with you. I was wondering if the team board, if the intern might have anything to do with this program or it would be an ask or a request from the board to have the intern brief us on the intern experience or feedback on the library or something like that at this meeting or an outreach meeting or something else if an evening board meeting isn't appropriate. Okay, yes, we'll definitely have them do that.

maybe we could have one month about the programs and one month about the whatever acquisitions or like prompt them a little bit but first be really open we'll give them a round however they want to to see how they work it out i think so i'm excited that they're excited i am too i was especially delighted to hear three or four not just one kid but three or four of them um okay so i will talk with elizabeth to get them started at their september meeting we'll get somebody maybe all of them here for october um to meet you and i'm i'm assuming we're looking for like three to five minutes, is that gonna be sufficient? Okay, yes, we'll definitely have them do that. So just to, are you saying we'll get to meet all of the ones who are going to be part of it? No, I'm not saying that. I'm gonna ask them if they're all available the first time. And then if not, then they'll come one at a time. Yeah. And then, you know, we don't have to, they don't know if to present. No, well, I just don't, I don't know if they said this because of availability concerns and things like that, but I will propose that for October and go from there, but we'll have hopefully at least one representative here to talk to you about TAB for the October meeting. Great, thanks Jacqueline. Thank you for this. I think it's gonna be exciting for you to hear from- From the kids directly, so great. Good stuff. Okay, we had no items removed from the consent agenda. The next- Regular meeting of the library board will take place on Monday, July 20th, 2026 at 7.30. Can I get a motion to adjourn? I'll move to adjourn. I'll second. Can I add all in favor? Aye. Thanks. We'll move right into the trust meeting. Thank you guys. Thanks friends. We will move right to the trust meeting on page 68. Welcome to the Baldwin Public Library Trust meeting.
